Encumbered Reejerey enters tapped and stays tapped — but the payoff is a free tap or untap trigger on every Merfolk spell you cast, which stacks multiplicatively in a tribal shell and enables infinite mana loops with the right support. Pair it with Mikaeus, the Unhallowed and you get a recursive engine that keeps coming back; the real question is whether your deck can exploit the triggers fast enough to offset the sluggish body.

Encumbered Reejerey is essentially a Commander card — the Merfolk tribal synergies it enables only reach critical mass in a 99-card singleton environment where you're flooding the board with blue fish. In Legacy and Vintage, Merfolk is a real archetype but it moves too fast for a permanently-tapped two-drop that never attacks or blocks. Modern and Pioneer Merfolk lists similarly want every body to be an active threat, and a creature that enters tapped and stays tapped is a hard sell in tempo-driven formats. Standard currently has no Merfolk shell dense enough to justify it. Stick to Commander.
