Encase in Ice taps a red or green creature and keeps it locked down as long as the Aura sticks — but the color restriction is a hard ceiling on its usefulness. There are too many colorless, white, blue, and black threats in Commander to justify a slot that blanks on half the board.

In Commander, removal needs to answer anything — artifacts, commanders of any color, black combo pieces — and a sorcery-speed enchantment that skips most of the threat landscape doesn't make the cut. Constructed formats move too fast and run too few red or green creatures at the right curve slot to make it worth a sideboard slot over interaction with fewer restrictions. It's a card that exists, is legal everywhere, and is outclassed everywhere.
