Elvish Soultiller is a Commander card — full stop. In 100-card singleton, the graveyard recursion is meaningful because a single sweeper can wipe out decades of incremental Elf development, and Soultiller converts that loss into a full library reload. Legacy and Vintage are technically legal formats, but Elvish Soultiller doesn't come close to the power threshold those formats demand.
