Elite Instructor draws you a card the moment it enters, stapling a cantrip to a 2/1 body for three mana. That rate is too slow for most competitive formats, but in Commander it replaces itself and leaves a creature behind — the floor is never zero.

In Commander, Elite Instructor is a fine inclusion in creature-heavy or flicker-based decks that want every body to pull extra weight — the enters-the-battlefield draw trigger stacks well with Brago, King Eternal or Yarok, the Desecrated effects. Outside Commander, the rate is simply outclassed: Modern and Legacy have cantrips that cost one mana and don't ask you to run a 2/1, so Elite Instructor doesn't compete. Pauper is the one non-Commander format where a three-mana 2/1 that draws can occasionally earn a slot in tempo or value strategies, though it's fringe there too.
