Elf Replica trades itself to destroy an artifact — that's the whole deal, and a three-mana 2/2 that requires an additional two mana to cash in the removal is too slow and too expensive to justify a slot. Better artifact removal exists at every price point, and Elf Replica rarely makes the cut.

In Commander, Elf Replica competes against cheap, efficient artifact removal like Naturalize and Generous Gift, and it loses that competition badly — paying three to deploy it and two more to activate it means you're spending five mana spread across two turns to do what most removal spells do for two mana total. Pauper is the only format where Elf Replica sees any real consideration, and even there it sits at the fringe, mostly outclassed by Gleeful Sabotage and Shenanigans. In Legacy and Vintage the card is legal but functionally irrelevant given the power density of those formats. The creature typing is the only hook — if you're deep in an Elf tribal list that desperately needs artifact interaction on a body, Elf Replica is the answer, but that's a narrow brief.
