Elemental Augury lets you look at the top three cards of any player's library and arrange them in any order — repeatable top-deck manipulation for three mana and two life per activation. The cost is steep enough that it rarely belongs outside dedicated combo or control shells that can abuse the information and sequencing repeatedly.

In Commander, Elemental Augury fills a niche role in top-deck-matters strategies or control builds that want to deny opponents their best draws while setting up their own, but three mana to cast plus two life per use means it competes poorly against faster, cheaper scry effects. Legacy and Vintage have access to it, but neither format gives a three-mana enchantment with a life-payment activation any competitive room to breathe — raw card advantage and countermagic do the job better. Oathbreaker's tighter game length makes the cumulative life loss more punishing. Elemental Augury is a Commander-only card in practice, and even there it wants a very specific home.
