Electric Seaweed puts a +1/+1 counter on a creature each upkeep — slow, passive, and replaceable by a dozen better options. The ceiling is synergy with Vigor or similar counter-doublers, but that's too many moving parts for a card doing so little on its own.

Electric Seaweed is legal in Commander, Legacy, Vintage, and Oathbreaker, but sees essentially no competitive play in any of them. In Commander, the upkeep trigger is too slow and too narrow — you need a dedicated +1/+1 counter synergy deck to even consider it, and those decks have better options at every slot. Legacy and Vintage have no interest in a three-mana enchantment that grows one creature by one counter per turn cycle. Oathbreaker follows the same logic as Commander: the effect doesn't scale to the format's pace.
