In Modern and Pioneer it's legal but has never found a competitive home; dedicated artifact token strategies there prefer faster, more explosive payoffs and don't want to invest four mana in a passive enchantment. Legacy and Vintage give it access to broken artifact shells, but those formats move too quickly for Efficient Construction to matter before the game ends. Play it in Commander and nowhere else.
