The cost is real: you need a diverse creature-type roster to break even, and in a mono-typal build it's just a worse Divination.

Commander is where Echo of Dusk does its best work, specifically in typal decks that mix creature types — Slivers, Shapeshifters, or five-color tribal brews that deliberately stack multiple types. In 60-card formats like Modern and Pioneer, the card draw ceiling is high but the setup cost is steep; dedicated tribal builds tend to run one type and push synergy over variety, so Echo of Dusk usually loses out to cheaper, unconditional draw spells. Legacy and Vintage have access to cantrips so efficient that this simply doesn't compete. Pauper is where scarcity of draw makes it more interesting, though the three-mana slot is crowded even there.
