In 60-card formats like Modern or Pioneer, four mana for a ramp spell plus a token is too slow against the field — there's no competitive home for it there. Pauper is where it could theoretically see fringe play in a lands-matter shell, but the format's speed and the availability of cheaper ramp push it out. Stick to Commander, specifically the Avatar-block commanders that reward exactly this kind of two-for-one land spell.
