Earth Rumble is legal in essentially every Constructed format, but it's a Commander card through and through — the one-of singleton environment is the only place where "bounce a land" justifies a dedicated spell slot. In competitive formats like Modern or Legacy, the effect simply doesn't generate enough card equity to see play. Commander is where landfall commanders turn this into a repeatable engine piece, bouncing and replaying lands every turn for incremental or explosive value depending on the deck.
