Dying Wail is a one-mana enchantment that makes one creature death replace itself with a 2/2 black Zombie token — a narrow payoff that asks you to build around it to get anything resembling value. Outside of dedicated sacrifice or aristocrats shells, it's a blank.

In Commander, Dying Wail earns a slot only in aristocrats decks where you're already sacrificing your own creatures repeatedly and want free tokens replacing your fodder — even then, it's a one-shot enchantment that falls off after the first trigger. Pauper is its most natural home, where cheap recursive payoffs are scarce and a one-mana enchantment that generates a body can pull weight in sacrifice-based black strategies. Legacy and Vintage have the card pool to simply do better, and Dying Wail won't see meaningful play there.

Price Context
Current price
$0.11 bulk tier
At $0.11, Dying Wail sits firmly in bulk territory where price stability is essentially irrelevant — you're buying it for the effect, not the spec. It won't appreciate, but losing a copy costs nothing.
