Drought locks opponents out of green and white activated abilities — including mana abilities — for as long as you keep feeding it Plains, which is either a stranglehold or a resource drain depending on how many basics you run. It's a powerful asymmetric stax piece in the right shell, but the upkeep cost means it belongs in dedicated white-heavy builds, not as a splash.

In Commander, Drought occupies a narrow but real stax niche: shutting down green mana dorks, white utility activations, and any fetchland-into-Forest line your opponents are leaning on, which in a four-player pod can lock multiple decks at once. The payoff scales directly with how white-heavy your own deck is — mono-white or near-mono-white builds can sustain the Plains-per-upkeep cost indefinitely, while two- or three-color decks will sacrifice card equity to keep it online. Legacy and Vintage legality is almost academic; the effect isn't impactful enough at those speeds compared to what those formats actually care about. Drought is a Commander card, full stop.
