Dream Leash steals any nonland permanent outright — no tapping required, no end-of-turn clause, just a permanent control swap for as long as the enchantment sticks. Four mana plus X is the real cost: you're paying at minimum five to six mana to grab something meaningful, which makes this a mid-to-late-game play rather than an early answer.

Commander is where Dream Leash actually earns a slot — games go long enough that you'll hit the mana, and stealing a commander, planeswalker, or engine piece carries enormous table impact. In Legacy and Vintage it's unplayable; those formats end before you resolve a five-mana aura, and Control Magic effects that cost less already exist. Modern has the same speed problem with the added issue that enchantment-based theft just isn't a viable archetype there. Dream Leash is a Commander card through and through, and even there it competes with cheaper or more resilient theft options, so it earns its spot primarily in enchantress shells or decks that can protect and recur auras.

Price Context
Current price
$0.25 bulk tier
At $0.25, Dream Leash is deep bulk — you're paying for the effect, not the cardboard. The price is stable at this floor; it's not a card that spikes, but it's also not going to get cheaper, so there's no reason to wait if you want a copy.
