Dream Coat turns any creature into an on-demand color-changer for a single blue mana, and the ability is reusable as long as you keep paying — that's the whole card. The ceiling is narrow but high: in builds that specifically need a permanent to be a chosen color at instant speed, Dream Coat does the job cheaper than almost anything, and pairing it with Seedcradle Witch shows exactly how abusable the repeated activation can get.
