In Commander, Dreadwing is too fragile to matter — a 1/1 for one is irrelevant at a four-player table, and three mana to pump it competes with everything else you'd rather be doing. In Legacy and Vintage it's legal but thoroughly outclassed; formats with Delver of Secrets and Ornithopter have no need for a conditional 4/1.
