Dragonmaster Outcast turns six lands into a 5/5 flying Dragon every upkeep — the threat is free once the condition is met, and opponents have to answer it immediately or die to the air. The catch is that a 1/1 for one mana does nothing the turn it enters and folds to any incidental removal before you hit six lands, but Obeka, Splitter of Seconds nullifies that window by giving the Outcast extra upkeep triggers before anyone can respond.

Dragonmaster Outcast is legal across every major constructed format but has never been competitive outside Commander — six lands is a late-game condition in Modern and Pioneer, where games often end before it becomes active, and a vanilla 1/1 for one is a liability in Legacy. Commander is where it actually lives: six lands is a realistic turn-four or five threshold, the game goes long enough to recoup the tempo loss, and opponents rarely have free instant-speed removal for a one-mana creature they aren't expecting to matter. In high-power pods it's still a casual inclusion — the condition is too slow and the token too fragile to Wrath effects — but in midrange and dragon-tribal Commander shells it's a legitimate late-game engine for one mana.
