Dragon Wings gives a creature flying and can recur itself for free whenever you cast a Dragon — that loop is the whole reason it exists. It's a niche card that earns its slot in Dragon-tribal shells and almost nowhere else.

In Commander, Dragon Wings is a tribal tool: stick it on a ground-pounder that needs evasion, then let every Dragon you cast after that rebuy it for free.
