Dragon Sniper converts any creature with reach into a repeatable 1-damage ping — useful for picking off X/1 mana dorks, blocking fliers, and most importantly fueling deathtouch kills. The real ceiling is Tadeas, Juniper Ascendant: in that deck, the activated ability draws a card every time you fire it, turning a marginal creature into a card-advantage engine.

In 60-card formats, a 1/2 reach for two mana that pings for one damage at activation is well below rate — there is no realistic slot for it in Legacy or Modern where the bar for creatures is Ragavan or Murktide territory. Commander is the only format where Dragon Sniper earns a deck slot, specifically in deathtouch-synergy or reach-matters builds where the activation doubles as removal or card advantage.
