In 60-card formats, a 1/2 reach for two mana that pings for one damage at {R} activation is well below rate — there is no realistic slot for it in Legacy or Modern where the bar for creatures is Ragavan or Murktide territory. Commander is the only format where Dragon Sniper earns a deck slot, specifically in deathtouch-synergy or reach-matters builds where the activation doubles as removal or card advantage.
