Dragon Breath turns any creature with power 6 or greater into an immediate haste threat — and because it recurs from the graveyard to the battlefield for free whenever one of those creatures enters, the setup cost is almost zero after the first cast. Etali, Primal Storm is the canonical reason to run it: a six-mana creature that needs to attack the turn it lands, and Dragon Breath ensures it does.

Dragon Breath is a Commander card first and foremost — the graveyard recursion trigger is nearly irrelevant in faster formats but powerful in a multiplayer game where your big creature will die and reenter repeatedly. In Legacy and Vintage it's legal but too slow and situational to compete with the format's actual haste enablers. Pauper is the one non-Commander format where Dragon Breath occasionally shows up, slotting into stompy or reanimator shells that can reliably field power-6-plus creatures.
