The cost is real — you need a board of artifacts already in play for him to pull weight — but commanders like Urza, Lord High Artificer make that condition trivially easy to meet.

Donatello, Way with Machines is a Commander card — the effect compounds with wide artifact boards that only multiplayer games and dedicated artifact commanders reliably produce. In Legacy and Vintage, artifact combo decks already have faster mana infrastructure and don't need a three-mana creature to fill the role. Modern and Pioneer artifact shells could theoretically use him, but the fragility of a creature-based mana source in those formats makes him a poor fit for competitive play. Standard is the one non-Commander 60-card format where he's worth testing, specifically in any artifact-go-wide shell that lacks better acceleration options.
