Disturbed Burial puts a creature from your graveyard on top of your library — not into your hand, not onto the battlefield — so its value lives entirely in what you're setting up, not what you're getting now. The buyback cost keeps it reusable across multiple turns, which is the whole reason to run it: in a Phage the Untouchable shell, repeatedly topping your library with Hooded Hydra or Phage herself to dodge problematic draw steps is exactly the niche this card was built for.

Disturbed Burial is legal in Commander, Legacy, Vintage, Pauper, and Oathbreaker, and Commander is where it actually sees play — the 100-card singleton graveyard loops and buyback engines that define the format make repeated topdeck manipulation meaningful in a way that other formats don't support. In Legacy and Vintage, there are simply faster and more impactful ways to recur threats, so Disturbed Burial doesn't compete. Pauper is its most interesting non-Commander home: common-legal recursion with buyback is genuinely rare, and a controlling deck willing to spend the mana can loop it to great effect.
