Dispersal Shield counters any spell for two mana — provided your devotion to blue is high enough to meet the threshold, which is the entire condition on which it lives or dies. In dedicated mono-blue or heavy-blue shells it's a clean, cheap counterspell; in anything else, it's a coin-flip you don't want to bet on.

Dispersal Shield is a Commander card first and almost exclusively — the format's singleton structure rewards counterspells that cost two mana, and mono-blue commanders like Talrand, Sky Summoner or Emry, Lurker of the Loch routinely sustain the devotion needed to make it unconditional. In Legacy and Vintage it's legal but invisible; Force of Will, Mana Drain, and Counterspell itself leave no room for a conditional two-drop. Pauper is the one non-Commander format where Dispersal Shield could theoretically see play in a mono-blue tempo list, though Counterspell is also legal there, which makes the argument short.
