In Commander, Diplomatic Relations occupies a political niche: one mana to make a key attacker or blocker untouchable by one opponent for a round, which matters most in archetypes that need a creature to survive long enough to activate an ability or connect for commander damage. Competitive formats — Legacy, Modern, Pioneer — have no interest in a sorcery-speed, single-target, single-turn protection spell when Teferi's Protection and Heroic Intervention exist at the same price point or lower. Pauper is the one format where unconditional protection at common is constrained enough that Diplomatic Relations might find fringe play, though even there the effect rarely justifies a deck slot.
