Commander is where Dimir House Guard actually lives — its body is irrelevant at high-power tables, but transmuting into any four-mana piece (combo enablers, value engines, silver bullets) at instant speed makes it a flexible, low-visibility tutor. In Pauper it's legal and the 2/3 fear body is marginally more relevant, but transmute tutors aren't legal targets for most payoffs at common, so it rarely makes cuts. Legacy and Vintage have it legal but no competitive shell wants a three-mana sorcery-speed tutor when Demonic Tutor and Vampiric Tutor exist. Stick to Commander.
