Dimensional Breach exiles every permanent on the board, then returns them one at a time in turn order — a reset that buries slower opponents in the return sequencing while you plan around it. Seven mana is the real cost, and at that price it competes with wraths that don't hand the table a rebuild window.

Commander is where Dimensional Breach sees essentially all of its play, and even there it occupies a narrow niche — stax and flicker commanders that can exploit the return-to-play triggers or simply don't need their permanents back as urgently as opponents do. In Legacy and Vintage it's legal but irrelevant; seven mana for a symmetric effect with no immediate win attached doesn't register in formats where the game is usually over by turn three. Oathbreaker is legal but shares Commander's logic — only commanders that actively profit from the mass-exile trigger have reason to run it.
