Commander is where Diabolic Vision earns its slot: the singleton format makes card selection disproportionately powerful, and two mana to see five and keep one is legitimate filtering at any point in the game. In Legacy and Vintage it's legal but buried under Brainstorm, which does strictly more for the same cost and interacts with fetchlands. Diabolic Vision occupies a real niche in Oathbreaker, where the smaller deck size makes library manipulation even more reliable. Outside those formats it's not legal, and frankly the competition in the formats where it is legal means Commander is the only place it's genuinely worth a slot.
