Devout Witness trades itself to destroy any artifact or enchantment — repeatable if you can blink or recur it, one-shot if you can't. It's outclassed by cheaper options in most formats, but white creature-based decks that want sacrifice fodder or redundancy past the four-count threshold will find a use for it.

In Commander, Devout Witness occupies the low-priority slot of white permanent removal — functional, but Disenchant and Heliod's Intervention cost less mana and don't require a creature sacrifice. Pauper is where Devout Witness earns real consideration: the card pool is shallow enough that a repeatable, blink-able enchantment answer on a creature body carries genuine weight. In Legacy and Vintage it's strictly too slow; the formats move before a 2/1 for three can generate value. Oathbreaker mirrors Commander in that cheaper spells dominate the same role.
