Devoted Hero is legal in Commander, Legacy, Vintage, Pauper, and Oathbreaker, but legality and playability are different things. In Pauper it sits at the absolute bottom of playable white one-drops — White Weenie strategies have access to Thraben Inspector, Lunarch Veteran, and Kor Skyfisher, all of which do more for the same or less mana. In Commander, Devoted Hero is effectively unplayable outside of a strict Humans typal build where you're counting bodies for anthem effects and even then it's among the last cards to make the cut.
