Devastation Tide clears every nonland permanent from the board for five mana — or three with miracle — and in the right shell that asymmetry is total. Galadriel, Elven-Queen decks run it because bouncing the table while keeping a board state advantage is how you close games, not just reset them.
Best Commanders
Commanders with the highest synergy

Galadriel, Elven-Queen
Galadriel, Elven-Queen triggers on your opponents drawing cards, so bouncing the entire table with Devastation Tide and watching four players refill their hands immediately generates a cascade of value that most wipes can't touch.

Aminatou, the Fateshifter
Aminatou, the Fateshifter can top-deck-manipulate into the miracle cost on demand, making Devastation Tide a reliable three-mana board reset that leaves Aminatou herself on the field ready to re-establish your position.

Jyoti, Moag Ancient
Jyoti, Moag Ancient generates land tokens that survive the bounce, so Devastation Tide clears every nonland threat in the room while Jyoti's board of Forest tokens stays exactly where it was.

Galadriel of Lothlórien
Galadriel of Lothlórien generates the scrying and card flow that makes hitting the miracle cost repeatable, and Devastation Tide's bounce triggers the draw-based payoffs she rewards at instant speed from opponents rebuilding.

Jolrael, Voice of Zhalfir
Jolrael, Voice of Zhalfir turns each opponent's draw step into a creature for you, so after Devastation Tide bounces the table your opponents draw into their hands and immediately hand you a new wave of blockers or attackers.
Format Analysis

Commander is where Devastation Tide earns its slot — hitting all nonland permanents across four players is a level of board impact that one-on-one formats rarely need, and the miracle cost makes it effectively free when you're digging for an answer. In Legacy and Vintage it's legal but competes in a space where faster, more permanent answers exist and a bounce-all rarely ends the game cleanly. Modern has access to it on paper, but the five-mana base cost is punishing in a format that ends games before you can set up the miracle draw, and the effect doesn't map well to the format's threat density. Devastation Tide is a Commander card through and through — the multiplayer math and the synergy with draw-trigger commanders are what make it worth a slot.

$0.36 bulk tier
At $0.36, Devastation Tide is deep bulk — there's no financial barrier to picking up a copy, and bulk rares with specific Commander homes tend to stay flat rather than appreciate. Run it because the effect is right for your deck, not for any expectation of movement.
