Commander is where Devastation Tide earns its slot — hitting all nonland permanents across four players is a level of board impact that one-on-one formats rarely need, and the miracle cost makes it effectively free when you're digging for an answer. In Legacy and Vintage it's legal but competes in a space where faster, more permanent answers exist and a bounce-all rarely ends the game cleanly. Modern has access to it on paper, but the five-mana base cost is punishing in a format that ends games before you can set up the miracle draw, and the effect doesn't map well to the format's threat density. Devastation Tide is a Commander card through and through — the multiplayer math and the synergy with draw-trigger commanders are what make it worth a slot.
