Legacy and Vintage legality is technically accurate but irrelevant; no competitive shell in either format has any interest in a three-mana enchantment that requires Deserts on board to do anything. Oathbreaker follows the same logic as Commander here: if your planeswalker is Hazezon-adjacent or Desert-matters, it fits; otherwise it doesn't make the cut.
