Depths of Desire bounces a nonland permanent and creates a 1/1 Treasure token — tempo plus mana in one instant, which is a real rate. The catch is three mana at sorcery-comparable value; unless you're cheating it out with something like Aluren or looping it for value, you're usually better off with a cheaper bounce spell.

In Commander, Depths of Desire occupies the low end of playability — it's fine in budget builds that need any instant-speed bounce and a Treasure on the side, but it gets cut the moment you upgrade. In Pauper it's more competitive, where the Treasure token is meaningful mana fixing and tempo at common rarity. Legacy, Vintage, and Modern have so many strictly better options that Depths of Desire never sees serious play there. Pioneer is the same story — the card is legal but invisible.
