Dense Foliage shuts off all targeting of creatures the moment it resolves — every creature on the board gains shroud, yours and your opponents' alike. At two mana, that's an asymmetric-feeling effect if your deck was already built around creatures that don't need to be targeted by you.

Commander is where Dense Foliage does its best work, slotting into green creature-heavy strategies that want a blanket protection piece against removal-heavy pods. The symmetry is real — you lock out your own Auras and equipment tutors too — so it belongs in decks that win through combat damage or static abilities rather than targeting their own board. In Legacy and Vintage it's technically legal but functionally irrelevant; the formats are too fast and too interaction-dense for a do-nothing enchantment to pull weight. Oathbreaker shares Commander's multiplayer texture, so the same rule applies: Dense Foliage rewards lists that never needed to point spells at their own creatures.
