In Commander, Demon Bolt is a serviceable budget option — four damage kills most mana dorks, hatebears, and small value creatures, and foretell gives it a bit of flexibility in open-mana turns. Pauper is where it competes hardest, since the format is full of cheap creatures and every mana matters; the foretell clause is genuinely useful there. In Modern and Pioneer, four damage at instant speed for two mana falls short of Lightning Bolt and its relatives, so Demon Bolt doesn't see serious play. Legacy and Vintage have even less patience for it.
