Deepwater Hypnotist is a Commander card first and last — it needs a critical mass of Merfolk to generate repeated activations, and only tribal builds provide that. In Pauper, Merfolk is a real archetype, but Deepwater Hypnotist doesn't make the cut there; the format rewards lords and tempo plays over selective -1/-0 effects. Modern and Legacy Merfolk are similarly uninterested — those decks want Aether Vial, Cursecatcher, and lords, not a 1/2 that shrinks one blocker at a time.
