Decree of Annihilation resets the entire game — every permanent, every card in hand, every library — leaving nothing but lands stripped from the board too, and it can be cycled to skip the nine-mana ask entirely. The cycling mode is the real reason it shows up: suspend it with Jhoira of the Ghitu, cycle it into a Barren Glory lock, or just use it as the cleanest hard-reset button in red.

Decree of Annihilation is a Commander card through and through — a nine-mana total reset only makes sense in a format where games go long enough to cast it and opponents have enough resources built up to make wiping everything worth it. In Legacy and Vintage it's technically legal but sees essentially no play; the cycling cost is cheap, but neither format has the setup infrastructure to exploit the aftermath. Commander and Oathbreaker are the only homes where the suspend-and-rebuild plan, or the Barren Glory lock, actually closes games rather than just conceding tempo.
