Aerie Ouphes pulls off more interesting things with persist at a fraction of the cost, and nearly every competing threat at this price does more for less.

Darksteel Gargoyle is legal in Commander, Legacy, Modern, Vintage, and Oathbreaker, but legal and playable are different things. In Commander, seven mana buys you threats that win games outright — Darksteel Gargoyle just sits there and survives removal, which is not the same as applying pressure. Legacy and Vintage are hostile territory for any seven-mana creature without an immediate board impact. Modern is theoretically accessible but the card never sees play there. Oathbreaker, like Commander, occasionally tolerates durdly threats, but indestructible alone on a vanilla-ish body is not a compelling reason to run it.
