Curse of Death's Hold is legal in Commander, Legacy, Modern, Vintage, and Oathbreaker — but realistically, Commander is where it lives. In 60-card formats, five mana for a static enchantment is too slow against the threats Legacy and Modern present, and the effect doesn't close games on its own. In Commander, though, the math flips: one copy taxes all three opponents simultaneously, and the enchantment type makes it a natural fit in Curses-matter builds or black-based stax shells that want to make combat untenable for the table. Oathbreaker can support it if the signature spell accelerates into it, but the sweet spot is a four-player game where the -1/-1 debuff is doing work across dozens of creatures at once.
