Cunning Rhetoric

Enchantment

Whenever an opponent attacks you and/or one or more planeswalkers you control, exile the top card of that player's library. You may play that card for as long as it remains exiled, and you may spend mana as though it were mana of any color to cast it.

Cunning Rhetoric card art
Cunning Rhetoric taxes every opponent who attacks you — they exile the top card of their library and can only cast it if that combat damage hits you, turning aggression into a resource drain that compounds across four-player tables. Three mana for a repeating political deterrent is an exceptional rate, and Gonti, Night Minister shells exploit the exile trigger directly.

Gonti, Night Minister

Gonti, Night Minister

67.4% of decks · synergy 0.65

Gonti, Night Minister cares deeply about exiling cards from opponents' libraries and casting them, so Cunning Rhetoric converts every incoming attack into extra fodder for that engine — each attacker is effectively gifting Gonti's gameplan.

02
Tasha, the Witch Queen

Tasha, the Witch Queen

65.3% of decks · synergy 0.63

Tasha, the Witch Queen creates Demon tokens whenever an opponent casts spells from outside their hand, and Cunning Rhetoric pushes opponents to do exactly that, turning any attacker who connects into an accidental contributor to Tasha's board state.

Gonti, Canny Acquisitor

Gonti, Canny Acquisitor

61.5% of decks · synergy 0.59

Gonti, Canny Acquisitor rewards casting spells from exile, so Cunning Rhetoric doesn't just discourage attacks — it actively stocks the resource pool the commander wants to spend.

04
Don Andres, the Renegade

Don Andres, the Renegade

Don Andres, the Renegade profits from opponents spending resources they didn't start with, and Cunning Rhetoric creates a steady stream of exiled cards that opponents can only access by taking the bait and swinging in.

oathbreaker

Cunning Rhetoric is a Commander card through and through — its value scales with the number of opponents, and in a four-player game the threat of taxing three different combat steps simultaneously makes it a genuine deterrent rather than a minor nuisance. In Legacy and Vintage it's technically legal but sees no meaningful play; those formats are too fast and non-combat-centric for a three-mana enchantment that does nothing the turn it enters. Oathbreaker is the one other format where it has a legitimate home, specifically in black-based spellslinger strategies that care about opponent graveyard or exile manipulation.

Price Context

Current price

$2.14 cheap tier

At $2.14, Cunning Rhetoric sits comfortably in the cheap tier and punches well above that price point given its inclusion rate across theft and politics strategies. Demand from multiple commander archetypes should keep the floor stable rather than letting it drift lower.
