Cunning Rhetoric is a Commander card through and through — its value scales with the number of opponents, and in a four-player game the threat of taxing three different combat steps simultaneously makes it a genuine deterrent rather than a minor nuisance. In Legacy and Vintage it's technically legal but sees no meaningful play; those formats are too fast and non-combat-centric for a three-mana enchantment that does nothing the turn it enters. Oathbreaker is the one other format where it has a legitimate home, specifically in black-based spellslinger strategies that care about opponent graveyard or exile manipulation.
