Crystal Barricade is a Commander card, full stop — the effect only matters when you have a critical mass of defenders, which 100-card singleton enables far better than any 60-card format. In Modern and Pioneer, dedicated walls strategies exist on the fringe but rarely make the cut because three mana for a static enabler is slow when you're trying to win on turn four. Legacy and Vintage have no interest in this effect at any price. Standard legality opens up some casual brewing space, but Crystal Barricade will always find its best home in a 99-card Arcades or Felothar shell where a dozen or more walls are already doing work.
