Commander is where Crown of Skemfar does all its work — tribal synergy payoffs scale with the size of your board, and a 40-life game gives you the time to exploit the tap ability repeatedly. In Legacy and Vintage it's technically legal, but Elf tribal there is a focused combo shell that doesn't want a two-mana enchantment with a tap ability when it's trying to win on turn one or two. Oathbreaker is the one non-Commander 60-card-adjacent format where Crown of Skemfar could see play, again only in a dedicated Elf shell with a green creature commander. Outside of those tribal EDH contexts, there's no real case for it.
