Commander is where Crackdown does its best work: tables run enormous nonwhite threats, and a single enchantment taxing all of them simultaneously creates the kind of asymmetric pressure that wins games. White creature decks — Azorius fliers, Soldier tribal, Angel builds — get to attack freely while opponents' Eldrazi, dragons, and fatties sit frozen. Outside Commander, Crackdown sees fringe Legacy play in white prison shells that already run Humility and similar effects, but the narrowness of the effect limits it there. Vintage and Oathbreaker are legal but marginal; the formats move too fast or run too few creatures for a three-mana enchantment to matter consistently.
