In Commander, Courier's Capsule occupies the bottom tier of playable draw — it replaces itself with one extra card, but the four-mana investment plus the tap requirement makes it slow in a format where Arcane Denial and Read the Bones exist at lower cost. Pauper is where Courier's Capsule is most defensible: artifact-matters commons are scarce, and the common slot makes it a real consideration for Affinity or improvise builds.
