Cosmotronic Wave deals 1 damage to each creature your opponents control and makes all of those creatures unable to block this turn — it's a pseudo-Falter stapled to a Tremor, which is a real two-for-one in aggressive go-wide shells. Four mana is the honest cost of that effect, and in Commander specifically, the payoff is often a lethal attack that would otherwise get chump-blocked to death.
