Falter taps all creatures without flying or reach your opponents control until end of turn — a one-sided pseudo-fog that clears the way for an alpha strike. Two mana for a clear combat path is a clean deal, and in red that's exactly what it is.

Falter sees essentially zero competitive play in Legacy or Vintage — formats where two mana for a combat trick that doesn't affect the board state permanently is far too slow. In Pauper it has a narrow home in aggressive red decks that need to punch through a stalled board, though even there it's fringe.
