Contested Cliffs is a Commander card — full stop. The Beast tribal restriction is too narrow for Legacy and Vintage, where the tempo loss of an enters-tapped land is harder to absorb and tribal synergies aren't the axis anyone is competing on. In Commander, where games go long, tribes get supported by an entire deck, and repeatable removal on a land is card-neutral by definition, Contested Cliffs earns its slot in any Beast-heavy shell.
