In Commander, Consuming Vortex fills a niche role: it answers an attacker or a problematic creature at instant speed while laughing at Counterspell and Fierce Guardianship. That matters most in blue control builds where the counter-immune bounce buys a critical turn, but a 1-for-0 that doesn't permanently answer anything is hard to justify in a 100-card singleton format where slots are precious. In Pauper it's legal and the uncounterable text is genuinely relevant against blue mirrors, though better bounce options exist at the same mana cost.
