Consuming Tide bounces all nonland permanents except one per player — including your own — then draws you a card for each opponent who had to bounce something they didn't control, which in a four-player pod is almost always everyone. The cost is real: you're not immune, and timing matters, but for three mana this resets boards in a way most sweepers can't touch while replacing itself in the right shell.

Commander is where Consuming Tide is actually good — the per-opponent draw clause scales directly with the number of players, so a four-player table routinely returns two or three cards on top of the board reset. In competitive Commander the three-mana sorcery speed is a liability, but in midrange and casual pods it represents exceptional tempo and card advantage simultaneously. In Modern or Legacy the card doesn't compete; dedicated bounce and board wipe options are cheaper, faster, or both, and the multiplayer draw rider is irrelevant in one-on-one. Pioneer is legal but faces the same single-opponent problem. Consuming Tide belongs in Commander, full stop.
