Consign to Dream bounces a permanent and puts it on top of the library for three mana at instant speed — clean tempo play, real card disadvantage inflicted on the opponent. It underperforms compared to outright removal, but the top-of-library clause turns it into a soft lock piece in untap-heavy or extra-turn shells.

In Commander, Consign to Dream is a fringe include — three mana to bounce one permanent is below rate in a format where threats regenerate fast, but the top-of-library clause gives it a niche in stax and soft-lock strategies that care about denying draws. In Pauper, where the card pool is shallower and tempo matters more at common, it competes for slots with Vapor Snag and Snap, losing that race almost every time. Legacy and Vintage have so much going on by turn two that a three-mana sorcery-speed bounce effect (even at instant speed) doesn't register as a real option. Consign to Dream's best home is a Commander deck that specifically wants to loop the top-of-library punishment — anywhere else, run a cheaper bounce or harder removal.

Price Context
Current price
$0.18 bulk tier
At $0.18, Consign to Dream is deep bulk — pick it up without thinking twice if the effect fits your deck. It's unlikely to appreciate given how narrowly it slots into competitive lists, but at this price, the question is never cost.
