Confiscation Coup sees essentially zero play in competitive formats — five mana at sorcery speed is disqualifying in Legacy, Vintage, and even Pioneer, where the game is often decided before you untap with five lands. Commander is where it lives, and it earns its slot there specifically in energy-matters builds where the coup's secondary cost is a resource you're already generating. Outside of those synergy decks, five mana to steal one permanent is a reasonable rate in EDH's slower, multiplayer context, but blue artifact-and-creature theft has enough competition that Confiscation Coup needs an energy engine behind it to justify the slot.
